What is a low completion rate? keyboard_arrow_up

If you commenced in a new course from 1 January 2022 and are in a Commonwealth Supported Place (CSP) or receive a HELP loan you must not fail more than 50% at any point in your course after attempting,

  • eight (8) or more topics in a bachelor level or higher, or
  • four (4) or more topics in a higher education course lower than a bachelor level.
What is included in a low completion rate calculation? keyboard_arrow_up

All topics that you are enrolled in on or after the census date are included when calculating your completion rate. This includes,

  • topics you receive a Withdraw without Fail (WN),
  • topics you receive a Fail (F), and
  • any credit that has been completed from 1 January 2022 will count towards the number of topics attempted as part of your course.

If your grade is incomplete (*) for topics you are enrolled in at the time of the LCR assessment this topic/s are not included in the calculation. Note, if an incomplete grade is present on your unofficial transcript and this changes to a fail grade, this will count toward LCR at the next assessment.

I am an international student, does the Low Completion Rate legislation impact me? keyboard_arrow_up

The Low Completion Rate only impacts students who commenced a course from 1 January 2022 and are enrolled in a Commonwealth Supported Place (CSP) or are in receipt of a HELP loan. 

Does credit count as a topic attempt in the assessment of a low completion rate? keyboard_arrow_up

Yes, credit is counted as a topic attempt and will be included in the Low Completion Rate calculations.

Example: If your transfer courses and 4 topics you passed in 2022 are credited towards your new course in 2023. In 2023 semester 1, you then undertake 4 topics but fail these topics, at this stage you will classed as completing 8 topics as assessed against LCR.

I commenced my course prior to 2022, will I be impacted by the Low Completion Rate legislation? keyboard_arrow_up

No. You will be assessed under the Supporting Student Progress and Success (SSPS) policy.

I deferred my place prior to 2022, could the Low Completion Rate legislation impact me? keyboard_arrow_up

Yes. As you will have commenced in your course after 1 January 2022.

Does the low completion rate assessment count for the whole course? keyboard_arrow_up

Yes. You will be assessed throughout your course to ensure you are maintaining a 50% or higher rate of completion. Only once you have attempted eight (8) topics for a Bachelor degree or higher or four (4) topics in a higher education course lower than a bachelor level.

I am struggling and feel that I am heading toward a low completion rate, what can I do? keyboard_arrow_up

You can,

  • access support via the Student Learning Support Service (SLSS),
  • apply to transfer courses,
  • apply for remission/special consideration, or
  • explore the other support available via the Student services and support directory.
What is the difference between seeking support before/ or after census date? keyboard_arrow_up

If you withdraw from your topic/s on or before census date, you will not incur fees and these topic/s will not count as an attempt. However, any topic where you do not withdraw on or before the census date will count as a topic attempt.

When would I be identified as having a low completion rate? keyboard_arrow_up

You are deemed to have a low completion rate if you have,

  • attempted at least eight (8) topics in a Bachelor or higher-level course and failed more than 50% of topics attempted, or
  • attempted at least four (4) topics in a course below Bachelor level and failed more than 50% of topics attempted
What is not included toward a low completion rate? keyboard_arrow_up

The following do not count towards a low completion rate,

  •  a topic that has received a pass grade or higher,
  •  a topic that has not yet been completed,
  • a topic that has been granted remission for special circumstances,
  • a topic that has been granted special consideration, or
  • credited topics that have census dates prior to 1 January 2022 are not counted in the low completion rate requirements.
I have a low completion rate, what happens now? keyboard_arrow_up

Pay your fees in full – You can elect to pay the full cost of your fees upfront. If you subsequently increase your completion rate to 50% or higher, you will once again be eligible for Commonwealth assistance for that course. You will be charged a tuition fee based on the applicable combined Commonwealth Government and student contribution amount.

Apply to transfer courses - If you transfer to a new course at Flinders or a different provider, your previous completion rate will not carry over and you will be able to access Commonwealth assistance for your new course. The University will determine if you are academically suited to your intended course. Please note, there is no guarantee a transfer will be approved.

Apply for a remission/special consideration - If you have been identified as heading toward or reaching the Low Completion Rate and have experienced circumstances that prevented the successful completion of your topic/s, you may be eligible to apply for a remission of student contribution amounts/tuition fees or special consideration and have these topics not count towards your low completion rate.

What happens If I continue in my place and convert to full-fee paying place? keyboard_arrow_up

If you are in a Commonwealth Supported Place (CSP) and assessed as having a low completion rate but elect to continue in your program by paying your fees up-front. You will be charged a tuition fee based on the applicable combined Commonwealth Government and student contribution amount.  You cannot use a HELP loan to pay tuition fees.

Circumstances outside of my control impacted my performance, what can I do? keyboard_arrow_up

If you have been identified as heading toward or reaching a low completion rate and have experienced circumstances that prevented the successful completion of your topic/s, you may be eligible to apply for a remission of student contribution amounts/tuition fees or special consideration and have these topics not count towards your low completion rate.

Remission

A remission of fees will be considered if an application is lodged within 12 months of the date you withdrew from the topic/s, or 12 months of the end of the semester if you did not withdraw. Applications lodged outside of this timeframe will only be assessed as special circumstances where it can be demonstrated that you were unable to lodge within this timeframe.

Refer to the remission guidelines to confirm if you have grounds to apply for low completion rate special consideration.
